Dear Editor,

There has been some misconception with the Hillsboro Recreation District and how the $50 service fee for out-of-town participants came about. When the Rec District was formed in 2008 by a vote of the residents in the city limits, that vote was good for 10 years.

When the City Commission was going though the 2019 budget, members learned that mill levy would not be in place for 2019. The Commission put into its budget to cover this program.

The Recreation District is planning to ask the citizens of Hillsboro again to fund this program during the 2020 election. For the past 10 years the money that was taken in from those mills paid for the summer employees. There has been deficit spending for the past several years.

The $50 service fee that is assessed for out-of-town residents is to defray the deficit spending.

The other fees that are assessed for each program pay for that program’s supplies.
