A decision by Hillsboro city leaders to offer a $14,000 loan to a downtown ice cream and coffee shop sparked a tense debate Tuesday over the city’s involvement in the project.

Members of the Hillsboro Economic Development Corp. peppered city officials with questions Tuesday night, asking why the city OK’d a 10-year loan for Sundae Brew and owner Nicole Evans.

HEDC board members Gary Nysveen and Ryan Opdahl raised concerns that the city overstepped its bounds and set a bad precedent by approaching Evans and offering her a loan.

“Is this going to be the practice going forward?” asked Opdahl. “Is there any city documentation saying the city is running a loan program to small businesses?”
