Hillsboro commissioners revisited an age-old problem of overgrown grass and junk-filled yards. 

To deal with the neighborhood eyesores effectively, commissioners agreed that their enforcement needs “teeth.”

A resident in southwest Hillsboro asked commissioners what can be done about an unmowed yard, an illegal fence and accumulating junk.

Commissioners struggled to define a “standard procedure” for how problem yards are handled.

City Attorney John Juelson said that all cities wrestle with the issue and disputes often end in court. Property owners are allowed to live by the rule that “your home is your castle,” he offered, while courts have been unable to define rules for what counts as a violation of unsightly and unsafe.
